
Introduction
In July 2025, Bhoomitech Heritage and Development Foundation launched a landmark self-funded initiative to secure the linguistic and literary legacy of the Bishnupriya Manipuri community. While government policies have supported primary education, a significant gap remained in accessible, verified, and high-standard digital resources. Our mission was to fill this gap by creating a Self-Sustaining Digital Preservation Model that serves as a permanent, academic-grade source of truth.
Project Genesis and Leadership
The foundation of this project was laid through intensive deliberations between the Bhoomitech Heritage and Development Foundation and Dr. Smriti Kumar Sinha, the current President of the Bishnupriya Manipuri Sahitya Sabha (BMSS). As a renowned academic and the founder Vice Chancellor of Pragjyotishpur University in Guwahati, Assam, Dr. Sinha’s vision was instrumental in shaping the project’s technical and scholarly framework. His leadership ensured that the digital model was designed to bridge the gap between traditional heritage and modern digital accessibility.
The Necessity of Intervention
The project was necessitated by a critical intersection of demographic fragility and cultural erosion:
Educational Disincentives: There is a visible lack of motivation regarding enrollment in Bishnupriya Manipuri language tracks. Proficiency in the mother tongue is frequently—and incorrectly—perceived as a “handicap” for higher education, where the medium of instruction is predominantly generic.
Demographic Fragility: With a population of a meagre 79,000 (Census 2011) pan-India, the community is uniquely vulnerable. Even in their traditional domiciles in the Barak Valley and Tripura, they exist as a widely dispersed population in small rural pockets. This fragmentation leaves their culture and identity under constant threat from the aggressive linguistic and cultural incursion of the surrounding major populace.
The Policy-Practice Gap: Despite existing government support for mother-tongue primary education and literary publishing, results have fallen short of expectations. This is evident in the dearth of new-generation writers in the language, as the youth increasingly prefer English and other major regional languages.
The Cultural Anchor: Why Language is the Priority
The Bishnupriya Manipuri are, at their core, a linguistic ethnic community. Without the language, the community faces an inevitable identity crisis.
Historically, this community evolved in Manipur alongside the Meithei community, sharing many religious and ritualistic traits such as Raas Leela, Rath Yatra, Apokpa, and Bishu. While these performances are vital and their projection by the younger generation is encouraged, they are often insufficient on their own to establish a distinct ethnic identity in the face of modern pressures. Therefore, it is imperative that the younger generation explore their linguistic heritage as the definitive anchor of their unique identity.
Institutional Handover
The project reached its zenith on 14th April 2026, with a formal handover to the Bishnupriya Manipuri Sahitya Sabha (BMSS). By transferring full ownership and training a local team, we have ensured that this living repository belongs to the community it serves, countering the unverified “digital noise” of social media with a permanent archive for future generations.

LexiPic PWA: A proprietary Progressive Web App developed by Bhoomitech to capture archaic lexicons in a multi-modal format (Visual, Audio, and Text).
Custom OCR: Advanced Optical Character Recognition optimized for regional scripts to ensure literary works are fully searchable for researchers.
Field Methodology
Sourcing: Extensive field-work across Assam, Tripura, and Manipur.
On-Site Digitization: To protect fragile family heirlooms, we brought the technology to the source, digitizing on-site rather than transporting delicate artifacts.
Preservation: Professional unbinding and rebinding for oversized or delicate manuscripts to ensure every page was captured at high fidelity.

Sustainability & Future Roadmap
The Exit Strategy: Full operational control transitioned to BMSS.
Training: Completed capacity-building workshops for BMSS staff on maintenance and entry management.
Ongoing Support: Bhoomitech remains the Technical Advisor for future upgrades and system audits.
